T-1 means news is pending. The news can be anything.....no-one knows if it is positive or negative news. The halt is put on to prevent anyone having an advantage if they know what the news is. Once the halt is lifted everyone will know the news at the same time.

Whereas a T-12 is put on by the Exchange and remains in place until a company completely satisfies the Exchange (NYSE, Nasdaq, AMEX) demand for information.

RCAP is under T-1....news pending, not a T-12.
