Yes there are two things we are talking about here. What is good for management /company and what is good for the stock/shareholders.

Developing a 3rd mine makes total sense if you have financing and your balance sheet is not tapped out.

I just worry that in order to develop the 3rd mine now, the stock will languish as they do more dilutive structures with outside players since they cannot finance it themselves.

If we wanted the stock to go to $1+ as quickly as possible, the best best is to just optimize these two mines and slash capex to zero on the other two properties and pay down debt aggressively.

This way earnings and share price would go up and then one POG rebounds we have a healthy balance sheet, stock price and cashflow from two mature mines to figure out how to finance the other two properties. JMHO
