I just dont see them developing the additional mines until they pay down debt or price of gold goes up substantially.

The only way they can develop the additional site is buy giving away cheap equity while POG is so low and there is no point in doing that.

Just optimize these two mines and pay down debt and then when POG goes up to 1,400 + then they are in a great position to finance or negotiate a deal to develop the other mines.

If the Chinese company wants to rush them to that, then the Chinese should have to pay a high price and buy out all of Banro.
