Navy and DOE to directly support WEC testing at WETS in three key areas: 1) environmental impact
monitoring (acoustic and EMF signatures, sediment transport and ecological surveys), 2)
independent WEC device performance analysis (power performance and device durability), and 3)

Number 3 referring to the fact the the prototypes they have right now are mostly underwater
