I agree. Where I am from the same thing almost happened even though it wasn't a public company. I live near Birmingham Al. in a town of about 30k. A guy wanted to make our small regional airport into an international one with high speed rail to Birmingham and Atlanta. This reminds me of this. All of the local officials were all fired up and this went on for a couple of years until they figured out all the land they were going to use were wet lands. This was in the 90s and when you look back it was really pretty dumb thinking it would work. Sometimes the lure of what could be blinds you to what is.
