If people sold to harvest their tax loss more than 30 days ago,
they could begin restoring their sold position now already . As
per the rules that you cannot buy back the sold shares for 30
days.

REFERENCE :
Thus, on Schedule D of the 1040 tax form, the loss will be disallowed if the same or substantially identical asset is purchased within 30 days. This is called the "wash-sale rule."
