Is that because their offices are in a trailer out on the tarmac?

IMO based on conversations I have had with experts in the FAA part 121 Air Certification arena. They have told me that based on where Baltis is today with thier manuals , plane and final stages of the 121 process that it is very conceivable for them to start flight operations by he second quarter of 2010.
