I have been doing a lot of research on the topic and as far as I can tell Nutech is not required to have a license there yet because they do not have that many assets. It is possible that they are in the process of applying or may apply soon. There are certain circumstances where corporations do not have to apply at all.
If I was Nutech though, I would transfer my license to Wyoming because the fees are much cheaper than in Delaware. Below is a link with some information that may be useful.

Hope that helps. I would assume that once they get the wells up and running that they will be required to have a business license. That is unless they filed under a fictitious name in Wyoming (which is legal) in order to protect their assets in Wyoming.
