That's always a possibility. However, I think if that were the case some intelligent speculator in Africa would have leaked the issue to social media by now. I was involved in a 'prototype' modification a few years back and since the project design engineers were from Israel and had to cross the pond every time we had a software malfunction it took quite some time to get our system working correctly.
Understand, these guys are genius at their craft, but, something this huge can really eat some time every time there is a code issue, etc. we were on software upgrade number 7 before we finally had the system up and running...and at that point, it still had some minor farts here and there...
I'm going to be optimistic that the site, servers, processes and potential are real and hope I'm not wrong...
