they meaning congress/treasury, and no i wasn't being sarcastic, because if they had to hurry up and add this to the omnibus bill , that implies that they were close to selling their preferred shares.

SO they were obviosly close to releasing fnma from conservatorship and selling there 4 billion common shares, and this new omnibus bill stopped them from doing this until 2018. hmmmmm sounds encouraging to me!!!!! rarararrahhhhhhhhhhhhhh
