Closing buy order went unfilled

Had a limit buy order in for 5k shares @ 0.177 for the last 7 minutes before close with etrade that ended up expiring - unfilled even though the price was lower a couple of times.

Draw your own conclusions but it seems to me like the shares at that price and lower went to someone else to resell and make money on sooner and more connected than a simple investor like me.

I'd call it manipulation... dp
