I have seen it many times, increase the OS, name change with Reverse Split or Reverse Merger, then increase OS again. These 10B shares may not even be touched in the Reverse Split (as Wayno did with the 5 Billion) but will then be put back into play after it is done.
Wayne did this with the first Reverse Split, increasing OS
then cutting shares before listing. Increases came immediately after that. 2nd reverse split, same way. IMO 3rd also the same.

CEO's reverse split when it benefits their company, not shareholders. Does not matter big or small OS. Wayne especially thinks only about himself.
