Well, I can see how PPS had HC backed into a corner.
The regulator changed the rules in July. We're now into December, meanwhile the LP's have all been ready for inspection for months.

If HC won't act, PPS becomes the "hero" in the eyes of patients. The public backlash comes to HC for taking any action against the "saviour". It was a bold move, but it got them a license, and I certainly hope this lit a match under HC to license the rest.

At the end of the day it is pretty damn up-surd that HC is taking this long. Patients have been awarded this right via the SCC.
