ZTE release the NDA showing that VRNG was asking for (basically $1 per handset) which would be $100M just for ZTEs 2015 handsets.
$21M total would be like accepting $.03 per handset (If 21M is a one time payment for ALL future handset (might even be less per)). That doesn't add up.
Even more so, ZTE had already admitted that VRNG was right in the NDA boo boo. All that was left was the determine damages. With willful breach the damages could have multiples. Easily $20M right there.
Take into account all the countries where ZTE was blocked from selling handsets.
