I have to assume they got approval from FDA on their ind but never released it to the public.

Pretty sure once the NDA is filed the FDA has 30 days to review the IND for safety purposes. So, once you're well past the 30 days, as is the case with TRIL here, think it's generally safe to assume the company has the green light to proceed with clinical trials.
