IVXX is running off of salwa's (and probably others, making it a co-op that typically allows up to 99 plants) permit/patient card, and salwa's permit allows them to trade cannabis with other patients for a non-taxable, non-profit "donation". This is how the cannabis system works here on California. It is weird, but the dispensaries get their bud from patients - even if that patient is the owner and grower. The new laws will change all of this when they go into effect in the next few years.
