Impatience and greed is why. They don't need the pps to go higher they have unlimited shares to sell. They can sell shares and dilute until they issue all the authorized shares then they can split to increase the shares and keep selling or reverse spilt to decrease the shares sell less shares but at a higher price. Then when it bottoms out again the split to increase and the cycle starts all over again.
