NO,that is NOT correct. Those no votes are the only votes being tabulated and constitute 16.71 percent of the total outstanding shares (the number of shares are disclosed by those responding). So, assuming these numbers are correct, there are 16.71% we know will vote against and 1.71% we know will vote for. They need 50% plus 1 vote to carry the deal.
