Why no insider buying?

Per the 9/30/2015 financial, Berman owns only 480,103 shares of DECN. Common share outstanding total is 55,444,955 as of 9/30/2015. Berman owns far less than 1% of DECN, and his percentage declines with each passing quarter.

Further, all directors/officers own only 2,571,994, which is only 4.6% of the total.

Not exactly a vote of confidence for the small shareholder.

If things are so great, why don't the officer's own more? Why aren't the officer's buying like crazy?
