IMO the key word in that pr was "sustainment." This means
1. to support, hold, or bear up from below; 
bear the weight of, as a structure.
2.to bear (a burden, charge, etc.).

Nugent is responsible for sustaining "the company's capital needs." The only way from him to sustain capital is by maintaining the capital THAT IS ALREADY THERE. It doesn't say that he is acquiring capital, but "sustaining" it.
