The Government lays it all out in Delaware. Delaware lacks jurisdiction as a State to challenge a Federal law in HERA. HERA empowered FHFA to do what it did. The plaintiff action specified no remedy and is improper and warrants no further consideration.

Dismissal with prejudice.
