Outstanding shares are the current amount of shares issued (ie issued = outstanding)
Restricted shares are shares in the O/S that can not be currently traded (ie - Restricted)
Float is the amount of currently trading shares - or O/S less restricted. It is the amount of shares "in the marketplace".
Float plus restricted shares equals the Outstanding shares.
When restricted shares become free trading, they DO NOT increase the O/S, but they add to the float.
When new free trading shares are issued, they increase the O/S and they add to the float
When new restricted shares are issued, they add to the O/S and they DO NOT add to the float.
