FInRA still needs to approve it. FINRA has blocked reverse splits of companies with toxic debt even if the shareholders approve.

IMO these guys are big enough snakes for finra to possibly block it. Seems like r/s is their only option. Hopefully not more than 5 to 1 for our sakes...
