You think that was a grand strategy?

ARM couldn't compete with MIPS, PowerPC, and SuperH in the medium
and high end embedded control market in the 90s so it went the route
of very simple licensed cores for low end applications - basically the
floor sweepings of the embedded control spectrum. The advantage of
scalar, low frequency designs is exceptionally low power consumption.

When cell phones came along ARM offered the lowest power cores at
the cheapest licensing terms. Phones then didn't need much CPU power
and low power consumption and low cost were the key decision factors.

ARM didn't win the mobile market, it fell into it by default.
