There is an idea of what may be the hold up and it has to do with the checklist of items that need to be completed.

You're all going to either laugh at me or you're going to consider the item on the checklist.

Before proving flights, there is an item in fine print on that checklist... it is called "presidential review". Everybody can make fun of it and not think the President is part of the air carrier certification process; but he is part of the air carrier certification process and that fact is spelled very clearly on that check list.
