DAVID RUSSELL FOLEY has ALWAYS been the de facto CEO of NTEK, and remains so today in prison, as bitter as that FACT may taste to some.

In fact, in many pennyscams the real power controlling the company stays offstage and uses a frontman - David's huge ego would nott allow him to do that, as hard as he's tried.

Before prison, the only person who spoke for NTEK, and who ran the annual non-meetings was DaFoley. He made, and still makes, all the calls.
