Another important thing to remember is that the CyberTracker is extremely versatile and will be configured for the specific needs of each large customer. For example, the police departments who are using the CyberTracker would want to test how well the CT monitors the emergency lights, how well the camera works and any other functions specific to their needs before making a committment to purchase.
The Cyber Tracker is not being tested because it has bugs, it's being tested by customers who have specific needs and they want to see how well it performs under specific circumstances. I'm sure the tug boat company wanted to test it under the weather and environmental conditions that they encounter before issuing a P.O. In addition, once it has been proven at a few police departments, tug boat companies etc, the testing by any new potential customers will be greatly reduced and eventually eliminated.
It's a normal part of the growth cycle for a new technology.
