So would you start Core light with Skylake shrinks optimizing for power and roughly what specification would your Core heavy look like to offer enough differentiation ?

Developing a high performance microarchitecture is costly and time
consuming.

I would propose keeping Core heavy and light very similar as much as
possible. Same OOOE, integer ALU, load/store, and scalar FP capability.
Core heavy would have twice the SIMD FP execution capability and twice
as wide load/store paths in the core caches.

The key differences are frequency/voltage/power targets around which
circuits for Core heavy and Core light would be designed and optimized.
Core light would max out around 2.5 GHz and 2.5W. Core heavy would
max out around 4.5 GHz and 15W. The sweet spots would be around
2 GHz/1.2W and 4 GHz/12W respectively.
