Been getting questions on why EIS is going to be great for CMGO/E&E and other subs...

To Prospective Offerors and Agencies:
Attached is the Request for Proposal (RFP) #QTA0015THA3003 for the Network Services 2020 (NS2020) Enterprise Infrastructure Solutions (EIS) acquisition.
What is EIS? The General Services Administration (GSA), Federal Acquisition Service, Integrated Technology Services (ITS), Network Services Program (NSP) establishes and manages a range of acquisition programs to meet the needs of federal agencies for telecommunications, networking services and associated support. GSA is currently implementing a comprehensive framework and acquisition strategy, the NS2020 Strategy, to meet future federal information technology and telecommunications needs. The goal of the NS2020 Strategy is to become the federal government’s strategic sourcing center for network-based and network-enabled services. The EIS acquisition is the foundation for implementing this strategy.
Submission of Questions Regarding the RFP
1. All questions regarding the RFP must be submitted via the AcquServe repository. The “Instructions for Gaining Access to AcquServe” are included in Section J.16 of the RFP. Section J.17 of the RFP includes “AcquServe User Instructions for EIS RFP.”
2. All amendments and answers to questions will be posted on both AcquServe and FBO.
3. Any issues associated with reading or accessing the RFP shall be directed to timothy.horan@gsa.gov and audrea.white@gsa.gov.
Submission of All Proposal Documents (Including Prices)
1. All proposal documents including prices must be submitted via the AcquServe repository.
2. GSA shall conduct two sessions on the use of the AcquServe repository for submission of offers.
Training for AcquServe: GSA will provide web-based training to prospective offerors on the use of the AcquServe portal on Thursday, October 29, 2015 from 9:30 - 12 and from 1:00 - 3:30pm. EDT.

GSAR 552.219-71 NOTICE TO OFFERORS OF SUBCONTRACTING PLAN REQUIREMENTS (MAR 2012)
The General Services Administration (GSA) is committed to assuring that maximum practicable opportunity is provided to small, HUBZone small, small disadvantaged, women-owned, veteran-owned, and service-disabled veteran owned small business concerns to participate in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9, Small Business Subcontracting Plan, to reflect this commitment.
