The FAA is still determining Mini 7, this is a fact and stated by the company! They are deciding if they feel that the slides could be usable in an emergency. Exactly as stated in your post regarding this regulation! Searching for a sentence in the FAA regulation is not going to change the FACT that FAA still has not given a decision! Good luck though!
