While, as always, you're welcome to your opinion/speculation:

I don't believe this will apply to SGLB. It is intended for very early stage transitions from DoD R&D to commercial. SGLB is well past this point with commercial products, test sites, and various partners. The DARPA programs are also targeted toward helping companies that will be selling into the military markets. Just don't believe that SGLB fits the goals of the programs offered.

Here are some facts:

The TCSP is a voluntary participation program offered to DARPA-funded SBIR/STTR Phase II projects during the contract period of performance (typically 24 months). The goal is to increase the potential for these companies to move their developed technologies, solutions or products beyond Phase II and into the Department of Defense military services, other federal agencies and/or the commercial market.

Sigma Labs Wins Phase II DARPA Contract with Honeywell
SANTA FE, N.M. – November 3, 2014 – Sigma Labs, Inc. (OTCQB: SGLB) (“Sigma Labs” or the “Company”), a developer of advanced, in process, non-destructive quality inspection systems for metal-based additive manufacturing and other advanced manufacturing technologies, today announced that it has received a contract from Honeywell Aerospace as part of a Defense Advanced Research Project Agency (DARPA) Phase II award; Phase I work was completed earlier in 2014. The DARPA program’s goal is to develop an Integrated Computational Material Engineering (ICME) framework to accurately predict the properties of metal components produced using additive manufacturing. Phase II work is expected to begin in the fourth quarter and run through mid-2016, with a total award value to Sigma Labs of approximately $0.5 million.
