This is probably also one of those technologies that would be seen as "machine replacing man", so I'm sure there are cities/states who would need it, but who wouldn't be open to it for political reasons (farmers losing their jobs).

I could be wrong, but I have a feeling for political reasons that that may be the case.

Either way, history proves you can't really stall technology.
