There is a deal in place with Tonner. If you open up a Tween Scene Doll, it clearly says "Tonner Doll Co" on her lower back. The Tween Scene dolls are simply updates of Tonner's "LittleMissMatched" dolls with different packaging.

OWOO simply licensed a doll from Tonner, who is apparently willing to sell licensing to anybody that wants to sell a few dolls.
