As I understand the process:
After the first two or three fails, the company has to assemble a package explaining what went wrong. The local FAA then sends the package to Region for approval to allow another evac. You can do the first ones almost back to back as the locals have the authority to allow that ... but after the first two or three fails it takes a while for the paperwork to go through Region. That's why each subsequent mini was spaced out so much. The review is only to determine if another evac exercise will be allowed. They don't review all evacs each time a mini is performed unless there is some reason to do so.
IMO, Mini 7 is being appealed (for good reason) so its in FAA legal's hands. This is the only explanation that makes any sense at all to me. The three month wait is in no way, shape or form... normal for this process.
If they wanted a mini-8, they would have to submit a package requesting it which would take about a month from submission to be approved using past history as a guide.
