That had NOTHING to do with any bailout and was not funded under The Toxic Asset Repurchase Program commonly known as TARP. Tarp is an entirely different deal than the Housing & Economic Reform Act which was used by the government to address Fannie Mae's and Freddie Mac's precarious condition.
