Commander Littmann was born in Staten Island, New York and was raised in Port Monmouth, New Jersey. He was awarded an NROTC scholarship to attend Texas A&M University where he graduated and received his commission in 1996.
As a division officer, Commander Littmann served as Anti-Submarine Warfare Officer in USS TICONDEROGA (CG 47) and then as Auxiliaries Officer in USS THORN (DD 988). Returning to sea as a department head, Commander Littmann served as Weapons Officer, and later as Combat Systems Officer, aboard USS BARRY (DDG 52). While serving onboard, BARRY was awarded the Arleigh Burke Fleet Trophy for being the most improved ship in the Atlantic Fleet. Following his tours in USS BARRY, he assumed duties as Combat Systems Officer in Pre-Commissioning Unit FORREST SHERMAN (DDG 98) in Pascagoula, MS. While serving on the FORREST SHERMAN, he oversaw the ship through completion of construction, outfitting, training, commissioning, and certification while overcoming significant obstacles resulting from Hurricane Katrina.
While ashore, Commander Littmann served at United States Strategic Command in Omaha, NE where he worked in both the Capabilities and Resource Integration Directorate (J8) and the Global Operations Directorate (J3). Later, Commander Littmann reported to the Surface Warfare Officers School (SWOS) in Newport, RI. Commander Littmann was charged with the consolidation of all simulation and training devices and the creation of a single directorate to plan, fund, maintain and operate them. While serving as the Director of Simulation, Commander Littmann led the advances in technology that equip all Surface Warfare Officers to succeed in seagoing billets across the fleet and as a result, SWOS was recognized by the American Society of Training and Technology for Excellence in Practice.
Commander Littmann reported to USS CHAFEE (DDG 90) in Pearl Harbor, HI and served as
Executive Officer and later as Commanding Officer. While aboard, CHAFEE was awarded the Battle “E” award for calendar years 2012, 2013, and 2014. Commander Littmann’s current assignment is as Deputy Executive Assistant to the Chief of Naval Personnel.
Commander Littmann holds a Bachelor of Science in Meteorology, a Master of Science in
Information Systems and Operations, and a Master of Business Administration. Commander
Littmann’s personal decorations include the Defense Meritorious Service Medal,
Meritorious Service Medal (two awards), Navy Commendation Medal (four awards), Joint Service Achievement Medal, and the Navy/Marine Corps Achievement Medal (four awards) and various campaign and unit awards. Commander Littmann was awarded as the Naval Surface Forces, Destroyer Squadron 26 Tactician of the Year for 2004.
