No, not necessarily. There is definitely strong demand for HCTI shares. The MM selling shares for the converting noteholder hasn't had to lower the offer below .003 to continue to sell those shares. Once they are done selling (could be any time now) the company will release their "big" news and there won't be this share overhang to to stall the price advance.
This all can be considered good news for shareholders purchasing additional shares as we get to accumulate shares here at a basement-bottom price. The note-holders are very happy also as they get to sell shares they probably obtained in the low teens at a price of .0030. Soon we all will be wishing we would have bought more shares while we could at this bargain level! IMHO
