Just received an answer from James,

Sorry, I wasn't neglecting you, I just missed the email. There is
nothing shady going on about the long wait. We want to get the RS
over with just as much as you do. It just takes longer in California
than some other states.

If you ask me this on Monday, I should have a clearer answer for you.
