The pot promise was certainly a way to get elected. It's a MAJOR party platform. If they don't do it, they will not get re-elected. They got the "young" vote on that premise.
You're right, you don't snap your fingers and it becomes law, but it will be done. There will be conversation etc etc, and you're correct, it could be until 2017.
If they renege on this, it will be terrible for them. You're being pessimistic Surfer again!
