I'm not sure why you think the individual would get charged. It clearly states that CBRE is using the SirenGPS platform. Personally, I am only left to assume that CBRE is the one paying to use it and users of the app (CBRE tenants) will not be charged. God only knows they have plenty of money to pay for it. I believe that what I quoted in my earlier post, CBRE is using it to make their properties safer.
