Going back further in time if you would like, they could have maxed out the O/S for the last 3.5 years, but they didn't. For 2.5 years they didn't even use half of it, 1% of OTC's have that stable of a share structure.
The entire point of a OTC "scam" is to sell shares. If it's a scam... what have they been waiting for?
Clearly it isn't, otherwise they would have maxed out A/S and reverse split multiple times over the last 3 years. O/S incredibly stable for an OTC.
