Any idea what the below statement means and whether or not it was included in the document when presented to Rosen?

My interpretation of the statement and how it was presented is as follows: The statement was not included in the final document and Ashcroft is saying while they are not suggesting that Rosen was necessarily involved in conspiracy to commit securities manipulation they have uncovered intelligence suggesting securities manipulation and intend to hand it over to the state and federal authorities..... That about right?
