TSMC's publicly stated timeline TSMC has said that it plans to go into volume production on its 10-nanometer technology in the fourth quarter of 2016 and that it expects to see first revenue in early 2017.

TSMC considers test chips to be production and seeing as they charge for them it produces revenue.

Intel considers production to be fully qualified and validated material sold to OEMs for commercial products to end customers. I have no doubt Intel is running 10nm test chips right now.

What a difference a little word makes...
