IMO the answer comes from eliminating the possible choices. IMO, there are three choices: Pass, Fail, No Decision yet.

If it was a pass, we would have heard rumors, got a PR and would have heard from people calling IR that it was deemed a pass. We have not received any of the following criteria, so this option does not fit.

Next choice is to say they failed. We have previous attempts in which we see a pattern of what happens when there is a fail. First the evac happens, next comes rumors they failed, followed by a posted conversation with IR that they are waiting to schedule the next attempt, followed by a set date. This has been the pattern for the past attempts. This attempt did not follow that pattern at all, thereby the current situation does not fit this option.

Lastly is the no decision option. In this scenario, there would be no activity. Currently, we have not heard rumors of a pass or fail, IR says they are waiting on a decision. It seems to me that this decision fits because the characteristics of the other two options are not present.
