I think that depends on what you.....

mean by "divvy issue date". In one sense the "divvy issue date" has passed. Those holding stock on Oct 9, 2015 qualified for the 100-1 divvy. In that sense the 100-1 "divvy" has been issued.

The "divvy issue date" can also refer to the date we actually see the 10-1 and 100-1 divvy A shares in our accounts. In that sense neither the 10-1 nor the 100-1 divvy have not been issued.

I don't know if there is any more paper work to be filed. What the last Def14c said was "or as soon thereafter as possible" that could mean "when hell freezes over" or it could mean "tomorrow" nobody knows?
