To ensure that we keep marijuana out of the hands of children, and the profits out of the hands of criminals, we will legalize, regulate, and restrict access to marijuana.
We will remove marijuana consumption and incidental possession from the Criminal Code, and create new, stronger laws to punish more severely those who provide it to minors, those who operate a motor vehicle while under its influence, and those who sell it outside of the new regulatory framework.

Im almost certain the regulatory framework thats mentioned here is going to start with the MMPR. The Health industry has significant equity in this industry in the way that they will be the beneficiaries of Cannabis Abusers, and in the spirit of harm reduction, want to maintain a close relationship with the Cannabis Regulations.
Take a totally gone wrong industry like Tobacco, where the product now legally contains BENZENE, FORMALDEHYDE, AMMONIA among other carcinogens. Additions and Mental Health representatives will lobby that production regulations be held to a pharma grade to avoid this mess, among other standards.
