The CEO scammers who walk away untouched by the law usually are in it for a personal take of under a $million. Frauds over a $million are good for prosecutors splashy headlines. Under a $million, no splashy headlines, prosecutors could care less.

Oh, the magic number of 3 cents was breached some time ago. WSTI's eventual .000001 fate was sealed that day.
