The delay could be strategic

Maybe AL-Rushaid wanted to be the sole private placement
investor or maybe Delphi got interested last minute. Also, maybe they
delayed it to get money, so a note did not hit the market.
(Id have to go and look at the annual report for that.)

All I know is that these guys own a ton of shares. They would
be idiotic to dilute themselves out of a majority-stake holder
or ruin the value of the company.(that just screws themselves)
