VNDM, is the Wholesale Market Maker, that usually represents orders received by Alpine/ Acap, or anyone that clears Alpine (they have an agreement). VNDM usually represents Larger orders from the Investors who write notes with the issuer. So Yes the may be the Diluters, but were also probably the investors who got the company to where it is today(for what it's worth). Also do not forget VFIN and CDEL(they rep larger wholesale orderflow to).

Alpine/ Acap are probably the only BD that will accept and deposit paper on a Subpenny such as this.

Thats why ppl start freaking out, when any of the above mentioned 3 MM's, show up and camp out on the offer.
