Porter has enough possibilities to print shares again. They have authorized a lot of them

Well, Porter didn't set the A/S at 700M because he thought it was a neat number. And to think before the R/S of 1:100 the count was at 1.5B. In that context, guess 700M is sort of a neat number...

Multiply 15M (post 1:100 R/S) * 46.5 = 700M

Without the 1:100 R/S: 1.5B * 46.5 = Ugly Gorilla!

And to thinks... the 700M A/S is only 2 fold less than before the R/S. Then it will be time to recycle through another 46.5X dilution. Once again cheers will go up about the low float. LOL
